Unresolved Issues and Questions after 2-25-03 Meeting between MLPA and Georgia Power - Friday, March 07, 2003

Morningside Lenox Park Association's regular monthly meeting will be this Monday, March 10, 7:30 p.m. at Morningside Presbyterian Church.  All are welcome to come.

Georgia Power will be present to answer questions remaining after our February 25th community meeting (see questions below).  I anticipate moving this portion of the agenda to the front so if you are interested in participating in this question session, please be there at 7:30 p.m.

Unresolved Issues and Questions after 2-25-03 Meeting between MLPA and Georgia Power

1.  Specific Sites of Alternate Locations:  You gave us the general locations of Cheshire Bridge, Zonolite, Creek Park, and Lenox Road. In order to better understand your desire to place the substation at Lenox Road, we need the specific sites that you considered at Zonolite and Cheshire Bridge. 

2.  Expansion of Creek Park Substation.  Georgia Power opined that expansion of Creek Park substation might be viable for the institutional growth at CDC/Emory area but would not give Morningside more power.  Please revisit this issue and explain why Georgia Power could not upgrade Lindbergh or Boulevard to give additional service to Morningside while upgrading Creek Park for CDC/Emory growth.

3.  Copies of the environmental studies for each location above as well as for Lenox Road site.

4.  Copies of the Feasibility Studies for Lenox Road, Cheshire Bridge, Zonolite, and Creek Park.  These studies should include total cost (specific houses to be removed and costs, land use costs, cost of maintenance and management of sites, engineering costs, site development costs, and cost of loop lines, distribution lines and tap distances).

5.  In our board meeting on Feb. 10, Mr. Kelley said that lines to CDC from a substation on Lenox would be buried.  During the Feb. 25 meeting, Mr. Kelley seemed to indicate that might not be an option.  In order to fully analyze the impact on our neighborhood, we need to know if the new lines to CDC/Emory area would be buried and where.  If they are not to be buried, then where would these lines be placed to serve CDC/Emory area?

6.  What other lines, distribution and transmission, would be erected in our neighborhood due to the placement of the substation?  Where would these additional lines be placed?  Again, this helps us understand the total impact to the neighborhood.

7.  At Feb. 25's meeting with the community, Georgia Power's position was that there would be no expansion of this site in the future.  Morningside Lenox Park would like this pledge of no expansion in writing should this site be used. 

8.  While we spoke of other sites, no one asked the obvious question of "Why not locate this substation at CDC?".  Please give us reasons for the CDC location's not being considered.

9.  We know that CDC's expansion is being funded by federal dollars.  We need a copy of the Environmental Impact Study done by CDC for this expansion.

10.  Transmission lines run from 2020 Lenox through Executive Park and N. Druid Hills Road.  This area is a business district.  Why wasn't it considered as a possible location?

11. Compensation of nearby homeowners.  While Georgia Power says it will make sure homeowners lose no value on their homes, please explain specifically how this would work.  Who would determine loss of value? If an owner does not want to sell, how will they be compensated?  Please give specifics of how Georgia Power has done this in the past.

12. Please provide Georgia Power's plans for this site assuming a MARTA light rail line is constructed adjacent to the CSX freight line on the 2020 Lenox Road side of the freight tracks.  Include provisions for MARTA construction logistics and an elevated platform feature above Lenox Road. Outline the changes made in this altered design vs. the original site plan.
